One of the main problems concerning Indonesian civil servants management is poor

recruitment and selection system. The current recruitment and selection system is

spoiled by corruption, collusion and nepotism. Besides that the selection for civil

head of local governments increase their budget every year in order to recruit more

public employees. Consequently, the civil servants who have been recruited by public

agencies are unable to carry out their function properly and cause low services. On the

hand, the central/local governments national-wide wast their budget on recruitment and

selection. This article aims to share idea of a new concept of centralized civil servant

selection system. In the future, The National Civil Service Agency should be the single

Agency which conduct selection throughout Indonesia using computer assisted test with
