Pada 12 Maret 2020 Kementerian Pendidikan dan Kebudayaan (Kemendikbud) baru menerbitkan dua surat edaran terkait pencegahan dan penanganan Covid-19. Yang pertama, surat edaran Nomor 2 Tahun 2020 tentang Pencegahan dan Penanganan Covid-19 di lingkungan Kemendikbud. Kedua adalah surat edaran Nomor 3 Tahun 2020 tentang Pencegahan Covid-19 pada Satuan Pendidikan yang berisi panduan langkah-langkah mencegah berkembangnya penyebaran Covid-19 di lingkungan satuan pendidikan. Lewat surat edaran tersebut, Kemendikbud mengeluarkan 18 poin imbauan (protokol) kepada para satuan pendidikan di seluruh Indonesia. Namun hanya berselang empat hari sejak dikeluarkannya imbauan tersebut, kebijakan kembali berubah. Gubernur DKI Jakarta Anies Baswedan mengumumkan pembelajaran jarak jauh (PJJ) bagi seluruh sekolah di Jakarta dari PAUD hingga sekolah menengah. Kebijakan itu diberlakukan selama dua pekan, mulai 16 Maret sampai 30 Maret 2020.

On March 12, 2020 the Ministry of Education and Culture (Kemendikbud) only issued two circulars relating to the prevention and handling of Covid-19. First, circular No. 2 of 2020 concerning Prevention and Handling of Covid-19 within the Ministry of Education and Culture. Second is a circular number 3 of 2020 concerning Prevention of Covid-19 in the Education Unit which contains guidance on steps to prevent the spread of Covid-19 in the education unit environment. Through this circular, the Ministry of Education and Culture issued 18 appeal points (protocols) to education units throughout Indonesia. But only four days after the appeal was issued, the policy changed again. DKI Jakarta Governor Anies Baswedan announced distance learning (PJJ) for all schools in Jakarta from PAUD to high school. The policy was implemented for two weeks, from March 16 to March 30, 2020.
