I disagree with this statement. The major problem in Indonesia is not the exploitation but the character or personality of the ruler in Indonesia. We could looking for 1001 solution to the problem of exploitation, but if the character of the ruler is not changed then the other 10001 exploitations will appear again. 

For example, Freeport extract Indonesia's resources in Papua. The question is, how can Freeport made exploitation without permission for the first mine operation? Who are the one gave the permission? There must have permission. Licensor or ruler that is the problem and not the mine
